Not rawhide which are south of fort ranik, and not worn which are in pre-sear. Specifically LEATHER.

Someone was asking this in LA last night or today. I'm pretty sure you get them from the same bandits you fight on the Galrath quest.

Yep that's right. Too bad it is a long way to those guys and there are so few of them. Makes it a pain to farm for them.
